The Volnian Empire is the senior continental power of eastern Sierra — a vast, resource-rich, imperially-governed state spanning from the northern Volnian Sea to the tropical southern Sur'Bari coast. Founded in its modern form in 1732 under the present dynasty, Volnia spent the long 19th and 20th centuries as the world's greatest land power, ceding that status only in the post-1972 era as the Federated States of Arcadia overtook it economically and technologically.
Today Volnia is a declining hegemon rather than a fallen one — still the largest standing army in Sierra after the FSA, still in possession of one of the largest hydrocarbon and mineral resource bases on Europa, still the cultural and religious heart of the Volnic world. But the empire has spent the last fifty years steadily losing territory, losing economic ground, and learning to live in the long shadow of its old rival to the west. In 2026 the empire's most serious internal crisis in living memory, the Volnian Civil War, opened in the eastern coal provinces; later that same year, Volnia formally joined the Western Defense Pact and entered the Continuation War alongside the FSA and Gorlund — the first time the two great powers of Sierra have fought on the same side since the Continental Wars.
Sovereignty and government¶
Volnia is officially an imperial state under the personal sovereignty of His Imperial Majesty the Emperor (the Imperator). In practice, the modern Volnian government is a military junta — the Stavka, a council of senior officers drawn from the VIAF and headed by its Chairman, exercises day-to-day political authority through the Ministry of War and the Imperial Cabinet. A consultative legislature, the Duma, exists but holds limited authority.
The Emperor remains the spiritual and ceremonial heart of the state. Imperial decrees are still required for major constitutional acts, and the Emperor's personal endorsement is politically decisive. But policy is made by the generals.
Strategic posture¶
Volnia's strategic priorities, in rough order:
- Defeat the Northern Separatist Crisis — the SRA insurgency in the eastern coal provinces is the empire's principal internal threat
- Hold the Continuation War line alongside WDP partners — the empire is a major land contributor against DPR Rakutania and CSAT
- Preserve the Volkha agricultural heartland — the empire's demographic and food-security core
- Maintain the Verkhal Spine industrial belt — coal, ore, and heavy industry that sustain the imperial economy
- Manage decline with dignity — the post-1972 Volnian foreign-policy doctrine, accepting reduced status while preserving sovereignty and influence
