The Confederated States of Ardun Territories is the senior maritime power of the Eastern Strategic Alliance and the southern Messoman successor state. CSAT is a peer-tier confederation of nine member states, governed centrally by the Chancellor and the Confederal Cabinet, with a single ruling party that describes itself in its own ideology as "communist-lite" — committed to confederal economic direction and single-party political monopoly, but explicitly not a fully planned economy.
CSAT is one of two successor states to the Messoman Empire, the principal Western adversary of the Continental Wars and the long-dominant pre-1972 power in northern Sierra. The 1972 dissolution of the empire produced the DPRR (the communist revolutionary state to the north) and CSAT (the more traditionally-organised authoritarian successor to the south). Where the DPRR built its identity on the rejection of the imperial inheritance, CSAT built its identity on the retention of that inheritance — confederal where the empire was imperial, but unmistakably continuous with it in religion, language, civic vocabulary, and cultural self-image.
CSAT entered the Continuation War in late July 2026 in coordination with the DPRR. The DPRR opened the land war by invading Gorlund; CSAT opened the maritime war by seizing the eastern Aegiran islands (Lerion, Mytilene, Selinon) in a coordinated amphibious operation that delivered the islands to confederal occupation by early August. The Confederal Navy and Air Force have since contested the central Aegiran Sea against Aegira and the broader WDP coalition. Confederal Army formations maintain a defensive posture along the Livonian frontier and a deterrent posture against Gorlund; CSAT has so far avoided committing major land formations to the DPRR's Gorlund offensive.
Sovereignty and government¶
CSAT is a confederation in form and an authoritarian one-party state in substance. The nine member states retain residual administrative authority — provincial governments, regional courts, internal policing — but defer to the Chancellor on all matters of national policy. The single ruling party (the Confederal Union, formally the Confederal Union of the Ardun Territories) holds a monopoly on political organisation; opposition parties are not legally constituted.
The Chancellor is the head of state, head of government, chair of the Confederal Cabinet, and Supreme Commander of the AFCS. The current Chancellor is [TBD] and has held the office continuously since the early 2000s. The constitutional procedure for succession is documented but untested; the succession question is one of the most closely watched issues in the regional intelligence community.
Strategic posture¶
CSAT's strategic priorities in 2026, in rough order:
- Hold the eastern islands against the Aegiran-led WDP coalition counter-attack
- Sustain the maritime war in the central Aegiran Sea at acceptable cost
- Maintain the deterrent posture against Livonia along the southern frontier
- Preserve the FEZ economic system as the confederation's window to the international economy
- Maintain the DPRR alliance as the strategic anchor of the ESA — though CSAT regards the DPRR's Gorlund offensive as the DPRR's war, not the confederation's
