Foreign Relations¶
The Democratic People's Republic of Rakutania's foreign policy is shaped by three foundational facts: ESA alliance with CSAT as the principal strategic commitment, adversary relationship with the WDP as the principal strategic challenge, and doctrinal commitment to eventual Messoman Empire restoration as the long-term strategic project. The current Continuation War — which the DPRR initiated — is the active expression of all three.
The Eastern Strategic Alliance (ESA)¶
The ESA is the DPRR's primary alliance commitment. Founded in 1975 by the DPRR and CSAT as a defensive coordination structure against potential WDP intervention against the post-Messoman successor states, the ESA has remained a bilateral DPRR-CSAT alliance through five decades.
The ESA provides:
- Mutual defense — an attack on one is treated as an attack on both
- Coordinated foreign policy — joint diplomatic positions on major issues
- Military integration — coordinated planning, equipment standardization, joint exercises
- Economic coordination — ESA-internal trade is the principal economic outlet for both states given WDP sanctions
- Intelligence cooperation — the MSS and CSAT's equivalent service operate jointly across the ESA
The ESA is not a multilateral alliance in the WDP or OFBN sense. It is a bilateral alliance with substantial informal coordination with the UTSR (the Brassican socialist superstate) and the PRK (the Brassican socialist client state). The Brassican socialist powers and the ESA share ideological alignment but have not formed a single integrated bloc.
The CSAT relationship¶
The DPRR-CSAT relationship is the principal external relationship of the country. It is grounded in:
- Shared Messoman imperial heritage — both states are post-Messoman successors
- Shared Ardunese/Rakutanian ethnic substrate — though the two states have developed distinct modern national identities
- Shared political-religious project — though in different forms (Tawhidist communism for the DPRR, traditionalist-Islamic authoritarianism for CSAT)
- Shared strategic adversary — the WDP, against which both states have aligned since 1972
- Continuous post-1972 cooperation — five decades of sustained alliance with no major rupture
The relationship has tensions. The DPRR's Tawhidist secularization is doctrinally opposed by CSAT's traditionalist-Islamic establishment; CSAT's tolerance of traditional Islamic institutions is doctrinally opposed by the DPRR's revolutionary atheism. Both states manage this tension by treating the ideological-religious difference as private (each state's internal affair) while emphasizing shared strategic interests as the basis for cooperation.
In the Continuation War, CSAT is the DPRR's principal coalition partner. CSAT forces are actively engaged on the WDP coalition fronts (notably the Aegiran theater, where CSAT seized the eastern Aegiran islands in 2026) and provide substantial logistic and intelligence support to the Rakutanian effort against Gorlund.
Informal partners¶
Union of Thumbrian Soviet Republics (UTSR)¶
Broad ideological solidarity. The UTSR is the major Brassican socialist power; the DPRR maintains close ideological and limited operational ties. UTSR-DPRR cooperation includes:
- Doctrinal exchange — Marxist-Leninist ideological coordination
- Limited military advisory cooperation — UTSR advisors have worked with the RPAF on doctrine and training (with the qualitative limits suggested by both states' track records)
- Trade through intermediaries — given continental distance, direct UTSR-DPRR trade is limited
The Continuation War has produced increased UTSR-DPRR cooperation. UTSR diplomatic and propaganda support for the DPRR's war narrative has been substantial; material support has been limited by continental distance and UTSR's own preoccupation with the Brassican theater.
People's Republic of Kruzlów (PRK)¶
Brassican socialist client state of the UTSR; broadly aligned with the DPRR. Limited operational cooperation; principally diplomatic alignment.
Adversaries¶
Federated States of Arcadia¶
The DPRR's principal strategic adversary. The FSA is the senior WDP power, the principal source of WDP coalition military capability, the principal sanctioning state against the DPRR, and the principal target of long-term DPRR ideological hostility. The Continuation War's strategic calculus assumed that the FSA would respond slowly enough to allow a decisive Gorlish settlement before FSA expeditionary capability could be brought to bear; this calculation has proven incorrect.
The FSA-DPRR relationship is structurally hostile in a way that limits the diplomatic options on both sides. The regime treats Arcadian imperialism as the existential adversary; the FSA treats the DPRR as a dangerous and aggressive authoritarian state. There is no functional bilateral relationship.
Republic of Gorlund¶
The DPRR's current direct adversary. Pre-war, the DPRR-Gorlund relationship was correct-but-frosty: cross-border trade existed, the two states maintained embassies, but ideological hostility limited substantive cooperation. The DPRR's 24 July 2026 invasion of Gorlund opened active hostilities; the relationship is now actively at war.
The DPRR's stated war aims include the seizure of contested Gorlish industrial regions and the demilitarization of Gorlund. The regime treats Gorlund as a Western puppet state whose existence in its current form is an affront to legitimate Rakutanian interests. Gorlish self-image is, predictably, very different.
Republic of Aegira¶
WDP partner; the principal central-Sierran naval power. Pre-war, the DPRR-Aegira relationship was minimal. The Continuation War has produced active hostilities through coordinated CSAT-Aegiran combat operations (CSAT being the ESA partner; the DPRR providing material and intelligence support to the broader CSAT effort).
Volnian Empire¶
Formerly a complex relationship; now an adversary. Pre-2025, the DPRR and Volnia maintained correct-but-distant relations — both states were continental land powers, both had imperial heritage, both viewed Arcadian power skeptically. The DPRR even provided limited covert support to the SRA insurgency in eastern Volnia in 2025 (which the DPRR officially denied; Volnian intelligence concluded otherwise).
Volnia's WDP accession in 2026 formalized the rupture. The DPRR now treats Volnia as a hostile WDP belligerent and the SRA insurgency continues to receive Rakutanian and CSAT covert support.
Current conflicts and commitments¶
The Continuation War (2026 – )¶
The DPRR initiated the Continuation War on 24 July 2026 with the invasion of Gorlund. The war effort:
- Land theater (Gorlund): principal RPAF engagement; the war's defining front. Initial offensive success; subsequent halt and reversal
- Coalition fronts: CSAT operations against Aegira and broader WDP elements coordinated through ESA structures
- Maritime theater: limited DPRR naval contribution; CSAT bears the maritime burden
- Diplomatic theater: regime propaganda framing the war as the first step in legitimate Messoman restoration; international diplomatic effort to prevent further sanctions escalation
- Domestic theater: managing the cost of war on a strained economy and an increasingly skeptical population
International posture¶
The DPRR's diplomatic posture is isolated and confrontational in WDP-aligned international forums; cooperative in ESA-internal and broader socialist-bloc forums; and opportunistic-pragmatic in non-aligned and developing-world forums. The country is a member of:
- The International Court at Chartania (membership in form; relationship in practice is hostile, with the DPRR rejecting numerous Court rulings since the 1990s)
- The Outer Space Demilitarization Protocols (signatory; compliance is contested by WDP observers)
- Various technical and humanitarian international bodies where membership serves regime interests
The Continuation War has substantially worsened the DPRR's international position. The regime is increasingly diplomatically isolated; the WDP coalition's diplomatic effort has been successful in isolating the DPRR from non-aligned and developing-world support that the regime had cultivated in earlier decades.
