Armed Forces¶

The Livonian Defence Forces (LDF) are the armed forces of the Republic of Livonia — a small but highly-developed force built around the principle of Total Defence: the credible threat of a sustained popular insurgency against any occupier, combined with a professional motorised army, a small armoured component, a coastal navy, and a tactical air force. The LDF is supplemented by the Livonian Territorial Defence Force (LTDF), the dispersed armed-citizen formation that constitutes the country's strategic deterrent against renewed northern occupation.

Posture and doctrine¶

The LDF's modern character was fixed by the Messoman Occupation (1923–59) and refined through the post-1972 period. Four doctrinal pillars:

Total Defence first — the LDF's principal deterrent is the LTDF; the regular forces exist to delay, channel, and shape any incursion long enough for the territorial framework to mobilise and impose prohibitive cost on an occupier
Motorised light infantry as the principal manoeuvre arm — supplemented by a small armoured component for shock action in the Valdrian Plain and along the Northern Highlands corridors
Joint operations with Chartania at the staff level through the Defence Understanding
Coastal defence along the Volnian Sea as a maritime-services-protection mission rather than a power-projection capability

The LDF is not designed for expeditionary operations beyond the IPF contribution. The republic does not field formed units outside its territory; the only Livonian troops routinely abroad are the LDF International Detachment, a battalion-equivalent contingent that contributes to International Peacekeeping Force deployments under International Court mandate.

Service organisation¶

The LDF is divided into four services:

Active LDF strength is approximately 175,000 with ~50,000 trained regular reserves (separate from the LTDF). Total mobilised wartime strength — combining the active LDF, the regular reserves, and the LTDF reserve roll — exceeds 800,000.

Command and control¶

The President of the Republic is Commander-in-Chief of the LDF in the constitutional sense. The President exercises command through the Chief of the General Staff, a four-star (or service-equivalent) officer who chairs the General Staff and serves as the principal military advisor to the President and to the Federal Cabinet.

The General Staff is composed of:

The Director of the Federal Border Service (a Ministry of Interior body but operationally integrated with LDF Northern Command)
The Civilian Minister of Defence (in observer capacity)

The General Staff meets weekly in Valdris; the President attends in person at moments of significant operational consequence. The current President has attended weekly throughout 2026.

Civilian oversight is exercised by the Minister of Defence, who is a member of the Federal Cabinet. The Minister handles budget, procurement, and the political interface but is not in the operational chain.

Personnel¶

Conscription¶

Livonia practises universal conscription for citizens of all genders at age 18, with a one-year initial service obligation followed by reserve commitments through age 50. The conscription system is one of the most extensive in Sierra and is broadly accepted as a normal feature of civic life — refusal of service is rare; conscientious objection is recognised in principle and managed through alternative civilian service in the Federal Border Service, the Halenveld Forestry Service, or the Federal Civil Protection Authority.

Following the initial active service, all veterans are enrolled in the LTDF reserve roll with a continuing local-defence obligation. This obligation includes periodic refresher training (typically two weeks per year for the first decade, less thereafter), assignment to a local LTDF unit, and access to the federal reserve weapons-and-equipment programme.

Officer commissioning¶

Officers are commissioned through three routes:

The Livonian Defence Academy (combined-service) at Valdris — the principal officer-training institution
The Akmaron Maritime College (Navy) — naval and merchant-marine officer training
The Korven Air Academy (Air Force) — pilot and air-officer training

The Livonian Defence Academy is one of the more rigorous officer-training institutions in Sierra; its curriculum is heavily weighted toward Total Defence planning, irregular-warfare doctrine, and the political-military dimension of small-state defence. The Academy hosts substantial international student exchanges with the Chartanian Princely Military Academy, the Aegiran Naval College, and (since 2024) the Choktovakian Royal Defence Academy.

Equipment overview¶

The LDF inventory is a mix of late-Continental-Wars-era systems and modern modernisation tranches. The country's small-arms-manufacturing capacity gives the LDF substantial independence in the rifle, pistol, and squad-weapon categories; heavier systems (main battle tanks, IFVs, modern aircraft, naval combatants) are imported principally from Volnia, Aegira, Choktovakia, and (selectively) Arcadia and Gorlund.

Alliance role¶

Livonia is not a party to a mutual-defence pact. SNAM membership commits the republic to consultation but not to mutual defence; MTF cooperation is largely operational at the navy level. The republic's most consequential defence relationship is the Chartanian Defence Understanding (covered in detail in Foreign Relations).

The Continuation War (2026–) has produced substantial expansion of operational cooperation across SNAM and with WDP partners on a non-treaty basis:

Daily intelligence-sharing with Chartania, Aegira, and Choktovakia
Joint MTF naval patrol operations
Standing consultative process with Volnian, Arcadian, and Gorlish defence establishments
Expanded LDF International Detachment commitments to IPF operations

WDP accession — the principal open question of Livonian politics — would convert these arrangements into formal treaty obligations.

Reserves and mobilisation¶

Mobilisation is governed by Presidential Decree issued in consultation with the General Staff and (in non-emergency mobilisation) the Federal Assembly. Four mobilisation tiers:

The republic moved to Heightened Readiness in the closing weeks of 2025 as CSAT activity along the Northern Highlands escalated. It moved to Reserve Mobilisation in late July 2026 at the outbreak of the Continuation War. As of late 2026 the republic has not declared Partial Total Defence; the LTDF reserve roll has not been formally activated, though the LTDF cadre and selected reserve units have been called up.

Defence budget¶

The defence budget is approximately 3.8% of GDP — among the highest in SNAM and substantially above the WDP small-state average. The country's small economy means this percentage produces an absolute budget that is dwarfed by WDP and ESA major-power budgets; the republic concentrates its budget on:

LDF Northern Command modernisation (the frontline against CSAT)
The LTDF reserve weapons-and-equipment programme (a substantial standing investment)
The Livonian Navy MTF contribution (modern light frigates and patrol craft)
The Livonian Air Force air-defence modernisation
The Livonian Defence Academy and the broader officer-education establishment
The standing small-arms-industrial capacity

Major-platform procurement is conducted through multi-year tranches, principally sourced from Volnia (mechanized vehicles, artillery), Aegira (electronic systems, light naval combatants, modern fighters), Choktovakia (heavy industrial systems, steel, machinery), and the domestic small-arms industry (rifles, pistols, squad weapons).

The Continuation War has produced an emergency supplemental budget — passed by the Federal Assembly in August 2026 — that has accelerated the Northern Command modernisation programme, expanded the LTDF reserve weapons stockpile, and brought forward a planned air-defence modernisation tranche.

The Livonian Free Forces tradition¶

The LDF — and especially the LTDF — explicitly claims institutional descent from the Livonian Free Forces, the irregular resistance that fought the Messoman Occupation from 1923 to 1959. Free Forces lineage is preserved in the LTDF's regional formations (many of which bear the names of historic Free Forces detachments) and is the central reference of LTDF training doctrine.

The Free Forces tradition is part of the deterrent: the historical demonstration that Livonia mounted a successful thirty-six-year resistance against a peer-power occupier is itself a strategic asset. The country's modern military planners assume that any opponent contemplating occupation knows this history and weighs it.

Rank structure¶

The LDF uses a federal rank structure that varies somewhat by service. Army ranks follow the modernised European-republican pattern (Private through General); Naval ranks follow standard maritime convention (Seaman through Admiral); Air Force ranks follow standard aviation convention (Airman through Air Marshal); LTDF ranks are a distinctive parallel structure designed for the dispersed armed-citizen formation (covered in the LTDF page).

Officer commissioning runs through the three service academies; enlisted personnel are conscripts (with substantial volunteer extensions) trained through service-specific training establishments.
