The Republic of Livonia is a small federal republic on the southern coast of Sierra, fronting the Volnian Sea and bordered by the Confederated States of Ardun Territories (CSAT) to the north and the Principality of Chartania to the west. The country was constituted as a federal republic in 1884, on the second great Volnian imperial retreat — six years after Chartania's own restoration — and has since defended its sovereignty across two world-scale wars, one Continental-Wars occupation, and a half-century of CSAT pressure along its northern frontier.

Livonia is by population and by economy among the smaller nations of Sierra, but it is one of the most heavily-armed societies on Europa. The country's strong gun culture is not a folk-conservative quirk but a deliberate political doctrine: Livonians will not allow themselves to be occupied without a brutal popular insurgency, and the Livonian Defence Forces (LDF) — together with the Livonian Territorial Defence Force (LTDF), the dispersed armed-citizen Total Defence formation — are visibly prepared to mount one.

The country's foreign policy is anchored on three commitments: SNAM neutrality, the Maritime Trade Federation (which Livonia co-founded with Aegira and Chartania), and the quiet defence understanding with Chartania that has organised southern-Sierran security since the late 20th century. The defining open question in Livonian politics is whether SNAM neutrality remains adequate against modern CSAT pressure, or whether the republic should formally accede to the Western Defense Pact. The 2026 Continuation War has brought that question to a boil.

Sovereignty and government

Livonia is a federal republic of seven provinces. The Federal Assembly in Valdris is a single-chamber proportional-representation legislature; the Prime Minister is the head of government and forms the cabinet from the majority coalition; the President of the Republic is the directly-elected head of state and Commander-in-Chief, serving a single six-year term. The republic is one of the more open political systems in Sierra — free press, contested elections, vigorous civic associations, and a long tradition of parliamentary debate — but with reserve presidential powers on national-security questions that have not been seriously contested in the modern era.

  1. Deter CSAT through the credible threat of brutal insurgency under Total Defence
  2. Hold the SNAM line with Chartania and Choktovakia
  3. Maintain access to the Volnian Sea for both imports and rare-earth exports
  4. Resolve the SNAM-vs-WDP question through the political process before it is forced by events
  5. Manage the Halenveld Question — the long-running political and constitutional relationship with the indigenous Halenveld Livonian peoples — through engagement rather than confrontation
