The Principality of Chartania is a small absolute monarchy on the southern coast of Sierra, fronting the Aegiran Sea, the Aegiran Strait, and the Volnian Sea. It is bordered on the east only by the Republic of Livonia. The principality is governed by the ancient Chartanian princely house, restored to the throne in 1878 at the close of Volnian colonial rule, and ruling from the palace at Chartenmoor ever since.

Chartania is by population and by economy among the smaller nations of Sierra. Its outsized place in the world is institutional rather than material: Chartenmoor is the seat of the International Court, the diplomatic capital of post-1972 Europa, and the headquarters of the treaty regime that bears its name. The Treaty of Chartania (1972) — which closed the Continental Wars and constituted the modern international order — was negotiated and signed in the Princely Cabinet's reception rooms. The international quarter of Chartenmoor today hosts diplomatic missions from every major nation on Europa and most of the smaller ones besides.

The principality's official posture is one of strict neutrality — Chartania is a senior member of the Sierra Non-Aligned Movement and a co-founder of the Maritime Trade Federation alongside Aegira and Livonia. In practice the principality maintains a quiet but well-understood defence understanding with Livonia, the only nation it borders and the SNAM partner most exposed to CSAT pressure. As the Continuation War has unfolded through 2026, the strain between official neutrality and that informal commitment has become an increasingly central question in Princely politics.

Sovereignty and government

Chartania is one of two absolute monarchies in modern Sierra. The Prince is the personal sovereign of the principality, ruling through an appointed Princely Cabinet and a hereditary State Council. There is no elected legislature. The current dynasty traces its descent to the medieval Chartanian princely house, which was suspended through the long centuries of Volnian colonial rule and restored to the throne by acclamation of the nobility and the church in 1878. The Princely House is the most beloved institution in Chartanian civic life — the Royal Palace at Chartenmoor is the country's single most-visited cultural site, and the present Prince enjoys approval ratings that would be difficult to attain in any other political system in Sierra.

The royal family's self-presentation is one of reluctant duty: the dynasty was restored in 1878 against the wishes of the heir of the time, who had to be persuaded to accept the throne by the joint delegation of the nobility, the church, and the leading merchants. That reluctance has become part of the family's enduring brand — a princely line that rules well because it would rather not have to.

  2. Maintain the international order seated in Chartenmoor — the country's prosperity depends entirely on the continued functioning of the post-1972 treaty regime

  4. Preserve the Mourne Lowlands agricultural base — Chartania's only meaningful primary-sector capacity
  5. Manage the slow erosion of official neutrality under Continuation War conditions
