History of the Federated States of Arcadia¶
The history of the Federated States of Arcadia is inseparable from the Continental Wars (1890–1972) that defined modern Sierra. From its founding as a successor power amid the collapse of the Volnian Empire's western holdings, Arcadia rose through four generations of war to become the dominant industrial, military, and technological power of Europa.
Founding and emergence (late 19th century)¶
In the decades immediately before the Continental Wars, the Volnian Empire's western frontier shed its colonial possessions in rapid succession — the Principality of Chartania in 1878, the Republic of Livonia in 1884. From the political space left by these departures, a coalition of formerly Volnian-affiliated states federated into the Federated States of Arcadia, a constitutional republic explicitly modeled to avoid the imperial dysfunctions of its predecessor.
The founding documents established:
- A bicameral federal legislature
- A separately-elected executive
- An independent judiciary
- Free trade and open citizen mobility between constituent states
- A standing federal military force commanded by an elected civilian executive
By 1890, Arcadia was a recognized continental power — but largely untested militarily.
The Early Period (1890–1919)¶
When the Messoman Empire launched its August 1890 invasions of Gorlund, Livonia, and Choktovakia, the FSA dispatched "International" brigades to aid the Royal Gorlish Army. The deployment of foreign-flagged volunteer formations rather than direct federal forces was a compromise between interventionist and isolationist factions in the young federation — but it marked Arcadia's first major military commitment abroad.
Arcadian forces participated in the trench-warfare attrition that characterized the rest of the Early Period. The brutal experience of the trenches — machine guns, breech-loading artillery, gas, and stalemate — shaped a generation of Arcadian officers and produced doctrinal hard lessons that would inform federal military reform during the 1919–1925 interwar period.
The Interwar Period (1919–1925)¶
During the First Armistice, Arcadia undertook the most dramatic peacetime military modernization in its history:
- Industrial mobilization capacity dramatically expanded
- Establishment of the FSA Air Expeditionary Force (the precursor to the modern Federation Air Force)
- Investment in the P-23 "Thunderbolt" ground-attack platform
- Reorganization of the Federation Army around combined-arms divisions
- Creation of a continental naval shipbuilding base on the Hesperian coast
When the Mid-Period began in 1925, the FSA was the most capable Allied power outside Choktovakia.

Air power doctrine (1929 onward)¶
Following the Messoman armored offensive into Livonia in 1929, the FSA deployed its newly-organized Air Expeditionary Force for the first large-scale tactical air-power support of ground operations in continental history. The P-23 "Thunderbolt" fighter-bomber forced Messoman armor columns into nocturnal and dispersed movement, halting their breakthrough.
Jet age (1942)¶
The Messoman ME-262 "Sturmvogel" achieved operational status in 1940, granting temporary air superiority. The FSA's rapid fielding of the F-84 "Thunderjet" by 1942 restored parity. The success of the Thunderjet established the FSA's enduring commitment to first-mover advantage in military aviation technology.
Late Mid-Period (1943–1947)¶
- FSA fields proximity-fused anti-aircraft artillery, defeating Messoman V-1 cruise missiles
- Early guided missiles, improved submarines, and electronic countermeasures enter Arcadian service
- The Second Armistice (June 1947) was negotiated under heavy FSA diplomatic influence at the Principality of Chartania
The Late Period (1950–1972)¶
The era that established Arcadia as the world's leading military power.
The space race (1952–1962)¶
The Messoman fielding of the first orbital weapon platform in 1952 — and the demonstration kinetic strike on a Rakutanian Desert installation — shocked Arcadia into a crash space program. By 1955, the FSA had fielded:
- The first manned military space station in history
- The most sophisticated orbital kinetic bombardment system then in service
- A constellation of military surveillance and communication satellites
The FSA surpassed both Messoman and Choktovakian orbital capabilities. The strategic implication — that any direct great-power confrontation could escalate to un-interceptable orbital strikes — produced the Orbital Stalemate (1955–1962), a tense quasi-peace among the great powers that pushed conflict into proxy fronts.
Twilight of the Messoman Empire (1962–1972)¶
Arcadian intelligence services and special operations forces extensively supported anti-Messoman insurgencies during the final phase. By 1965 the DPR Rakutania had broken away as a revolutionary communist state; by 1968 the western Messoman remnant had consolidated as the authoritarian CSAT.
Treaty of Chartania (1972)¶
Arcadia was the principal architect and signatory of the Treaty of Chartania, which:
- Ended the Continental Wars
- Established the International Court at Chartania
- Codified the Outer Space Demilitarization Protocols — a regime banning the further weaponization of orbit, considered by historians to be the FSA's signature post-war diplomatic achievement
- Recognized the post-war state structure of Sierra
Post-war era (1972–2025)¶
The half-century following the Treaty of Chartania was a continental cold war between the FSA-led Western Defense Pact and the Eastern Strategic Alliance (Rakutania, CSAT), with the Kingdom of Choktovakia operating as the third pole through its leadership of the Sierra Non-Aligned Movement.
Notable developments of this period:
- Founding of the WDP with the Republic of Gorlund and the Republic of Aegira
- Founding of the Arcadian Economic Community (AEC) establishing the Arcadian Dollar as the principal reserve currency of the Western bloc
- Sustained military modernization, including replacement of legacy Continental Wars equipment with the modern inventory (M16A5 service rifle, M1A2C Abrams, F-22C Raptor, F-35B Lightning II, F-15EX Eagle II, B-21 Raider, CVN-21 supercarriers)
- Periodic proxy involvement in the Aegiran and Livonian borderlands
The current crisis (2025–)¶
Volnian Civil War (2025–)¶
When the Separatist Republican Army declared independence in northern Volnia in early 2025, the FSA initially provided low-profile materiel support to the Volnian Imperial Armed Forces (VIAF). Following the discovery of CSAT covert support to the SRA, the FSA formalized its military alliance with Volnia and deployed:
- Arcadian Special Forces to the northern theater
- Carrier Strike Group 2 (FSS Arcadia) for sea-control and strike support
The CSAT response — a Backfire-bomber raid that severely damaged the FSS Arcadia and sank several escorts — was the most significant attack on Arcadian naval forces since the Late Period. Despite the loss, Arcadian ground forces remain committed to the VIAF.
Continuation War (2026–)¶
On 24 July 2026, Rakutanian forces crossed the Gorlish border. The FSA's response was immediate:
- Operation Obelisk — air and munitions support to GDF delaying actions
- Operation Obelisk II — direct combat support during the GDF counter-offensive
- Operation Thunder — amphibious landing of FSMC forces behind Rakutanian lines in the northern theater
- Operation Warlord (in planning) — joint FSA / GDF offensive to fully expel Rakutanian forces from Gorlund
When CSAT launched its surprise attack on the Republic of Aegira Navy, the FSA formally declared war on both DPR Rakutania and CSAT. The Continuation War is the largest mobilization of FSA military power since the Treaty of Chartania.
