Federation of Hinomura¶
The Federation of Hinomura (Hinomura-Renpō) is a federal constitutional monarchy of approximately 142 million people, occupying an archipelago of four principal islands and several hundred smaller ones in the Senshi Sea, between the Sierran continent and Xianren. The Federation is among the largest economies on Europa, the operator of the world's largest conventional submarine fleet, and a WDP-associate power treaty-bound to mutual defence with the Federated States of Arcadia and the Republic of Aegira.

Defining themes¶
Maritime sovereignty as identity. The Federation IS its sea lanes. ~88% of primary energy and ~40% of caloric food intake are imported, and every kilogram of it transits the Senshi Sea. The Federal Maritime Defense Force (FMDF) is the first-rank service, the most professionalised arm of the Federation, and the principal instrument through which the Federation conducts both deterrence and diplomacy.
Constitutional pacifism in slow motion. The 1946 Peace of Yamatōri established the Federation as a constitutionally pacifist state — no strategic nuclear weapons, no conscription, no offensive force projection. Seven decades on, the maritime threat from Xianren and the wider regional unsettlement of the Continuation War have produced the constitutional-revision debate that defines the Federation's contemporary politics. The Reformist Bloc (PM Akimine's coalition) seeks amendment to permit collective security operations; the Constitutionalist Bloc opposes. The Federation moves toward a fuller international posture not by leap but by inches.
The Spared Peace. The Federation's modern self-understanding is shaped by the catastrophe of the imperial-militarist period (1925–1944) — the Federation's own catastrophic over-extension across Continental Wars Mid-Period theatres — and by the constitutional rupture that ended Federation participation in 1944. The "Spared Peace" — the unilateral collapse of the militarist government before strategic weapons were used — is the Federation's defining historical event. It is the principal civic holiday, and the institutional shame to which the military's defensive-only posture owes its existence.
Position in the Sierran conflict¶
The Federation is neutral by treaty, leaning WDP in the current Continuation War. It has granted port access to Arcadian fleet movements, participates in joint ASW patrol of the southern trade routes under the 1985 Open Sea Lanes arrangement, and is the principal recipient of Continuation War shipping diverted from the Senshi Sea. Senshi-Sierran trade has surged as a result. The Federation maintains formal neutrality on the war's land theatres but is drifting further into the WDP economic orbit each week the war continues.
